The propagation delay is usually measured as the total time for the output to transition from low to high or high to low after the input transitions. This depends on the overload recovery time and slew rate of the op-amp. Also, the gain could play a role in this. There was no definite calculation for this but it could be measured using bench equipment. You can refer to this article for more reference.
