The VOL (Output Voltage Swing Low) specification of 55mV which can be seen on pages 3 and 4 refers to the output voltage foot room. The output voltage foot room describes how close to the negative power supply rail the output of an amplifier can swing. It describes the minimum output voltage that the amplifier can output without clipping or distortion and is specified in reference to the negative supply (-Vs). When using a single supply of 5V, your -Vs is GND and this means that the amplifier can swing up to GND+55mV (-Vs + foot room) without clipping or distortion. On the other hand, when dual supplies are used (+/-5V), the -Vs will be -5V, and your output will be able to swing up to -5V+55mV (-Vs + foot room).
