The +V to GND decoupling capacitor should be connected between +V and GND or +V and -V as shown in figure 66 of AD8099.pdf (analog.com) ?

A capacitor from the positive and negative supply will make sure that loop is physically small and thus, low inductance. This results to optimum distortion and PSRR performance as mentioned on the circuit components section of the datasheet (C2 and C3). [page 16]. I would recommend following figure 66 since the part is optimized in this configuration.
