Is this correct? it is very small compared to the input voltage range.

The Input Voltage Range pertains to the voltage on one input only.
The Differential input voltage pertains to the difference between the +IN and -IN input voltages.
For example, you decide to apply 1V to +IN, you can only input 0.3V to 1.7V to -IN in order to be compliant to the Absolute Maximum Rating of the part.

Let me add some more to clarify the situation. Some opamps have internal back-to-back protection diodes between their inputs, see this article for the details and reasons: https://www.analog.com/en/analog-dialogue/articles/amplifier-input-protection-friend-or-foe.html. Figure 2 shows the diodes.
Therefore such opamps limit their differential input voltage to about a forward voltage drop of a diode (if there are no built-in series current limiting resistors). This should be the case for the OP07D. It is usually not a problem, because negative feedback forces the inputs to the same voltage and for a single input it does not mean limitation as Sham said. Such opamps can’t be used as comparators.
