OP27 single supply issues in the use

According to the "EVAL-AD5420.pdf" in the figure 5 make OP27G amplifier circuit, schematic diagram in the annex. OP27G using a +15V single power supply, OP27G 3 pin connected to GND, output 6 pin measured voltage is 14V. remove 3 pin R11 (51r) resistance, vacant 3 pins, the measured 3 pin is 1.5V, and measured to be 6-pin output 10V. why when input is equal to 0V, the output is not equal to 0? but higher 14V?
