Hi Azami,
You can always find out if you need to use a buffer amplifier yourself, just by studying the specification of your CMOS device. The maximum output current must be specified there.

I disagree with KirV. An InAmp is fine for your application.
Look at the equation. The InAmp will handle single ended or differential inputs
and then the REF pin offsets the result.
The choice of InAmp will depend on your supplies, signal frequency, how far you need to offset,
and temperature range.
