Q) Does it work if I use V- = -10V ~ -13V instead of V- = -15V?
Does it operate normally only when the V-value is an inverted value equal to V+?
What is the V-acceptable value relative to V+?

The minimum supply range of AD8253 is +/-5V.

Yes this would work.

This is not the case. You can use a +15V and a -10V supply on the amplifier.
