REFOUT Loaded down on AD8233CB-EBZ eval board

I'm trying to BIAS the inputs on the AD8233CB-EBZ eval board to +VS/2 using the REFOUT voltage. Jumpers P3, P6, P7, P8, and P9 are installed. The REFOUT is at 0.8V and not 1.6V as expected since the +VS = 3.2V. What could be loading the REFOUT buffer? The datasheet says it can source 12 mA.
