AD8206 High Current sensing

Fig4 - I am trying to measure a solar bus with maximum of 1000VDC and 30Amps using a shunt of 0.003. I have grounded both Vref1 and Vref2 and the ground is common between both the solar and my measuring A2D circuit.

 

For some reason in our tests, when the voltage is set anything over 85VDC the supply trips mainly cause the current flowing through the system goes over 0.5Amps. Any reason why this chip will not be able to measure voltages over 1000VDC?
