Better description.
I'd like to put the Vin- to signal ground, V- to signal ground and the Vref for the output reference to signal ground; and watch a signal at V+ going from 0 to 0.5V with a gain = 5
I see 0V out with 0.5Vdc in? I sure have beaten up the data sheet, and I see no restrictions - nor recommendations to do such.

It sounds like you want a comparator rather than an op amp. You have no feedback with
Vin grounded. Did you really mean AD822 dual op amp??

I do have a comparator. I developed an Avionics system for an up and coming company, and they presented me with an "oh, bye the way" that squashed my analog return. I could use a bit of amplification and filtering before my threshold detector.
I have an AD822AN that may be a dozed years old or more.
My analog return is referenced to ground. I'll get back on the Analog site this evening and pursue the solution. I'm mostly digital, so I gotta smarten-up
