about ADCMP563 can i use GND as VEE for this part ,
my applicaion need to output swing +3 to 0V

The ADCMP563 can be used for single supply operation (i.e. VEE=GND). For the output characteristic, may I know what type of speed are we talking about? If speed is not an issue you could also use a TTL comparator, since they have rail to rail output and can certainly reach the +3V to 0V in a single supply system.
May I also know the supplies in your circuit? Because using the ADCMP563 would require its output to be terminated at 50 ohms and referenced at -2V according to the datasheet.

about speed , we need to detect signal , with 500us D.C and responce time of 500ns (rise / fall time).
the supplies of the circuit is 3.3V and 5V DC . , can i use also rail to rail chip , any recommend?

I would recommend the LT1711. It has a complementary output like the ADCMP563, it has a typical rise/fall time of 2nS, and lastly it has rail-to-rail input and output.
