PLUTO SDR sampling rate

hey I'm using the pluto-sdr with gnu radio 3.8 on Ubuntu, and I saw many people talk about maximum sampling but I think I have the opposite problem.

I'm working on FSK de-modulator, it works with +-4.5khz from the PLUTO center frequency(around 171Mhz). my bit time is around 8 millisecond, so i have around 4800 samples per bit even if I'm using almost the lowest sampling rate that I can(600K). I think that this cause a problem with the "Clock Recovery MM" block since I'm sending from my source a long sequence of 10101... alternating but i seem to get almost every 20 bit a two-three bit of zero or one in a row( something like this 010101010101010001010101).

can i set the PLUTO to a much lower sampling rate, or if any one has a different idea what can cause this?
